Raising a dispute however seller has learned the loopholes of Paypal

I want to know what can be done with seller from China who have learned the loopholes of raising a dispute in Paypal. 

 

Collects payment for online shop . 

Ignores and closes down website after 1month and no response to emails. 

Buyer raises a dispute and because the categories are fixed in selecting disputes - naturally you raise "items not received" 

Seller then updates tracking no and send ONE item from 4 items and its not even an item purchased. Paypal sees that shipment sends out - closes case and rule not in favour. 

WHen you try to raise another dispute - no categories listed in Paypal will fit into the case any longer. 

This is a purchase of USD 103.97 - sends a god forsaken ugly dress over - missing the other 3. 

Messages sent to message center is replied by random customer service and no response after that  .

 

Please advise what can be done ?????
