packet return to me , all tracking information clearly shows packet is on address but its po box address and buyer doesn't take it from post office , and paypal takes decision in buyer favour , what is a fault of seller , we suffered from shipping cost which is 22 usd from 39 usd , how can i handle this

One of the risks of online selling unfortunately.
I never ship to P.O boxes as there is no seller protection.
Advice is voluntary.
