Question about INR international claim

So I sent the items purchased to the address provided on PayPal. Provided a tracking number. Well, it's been almost a month since I shipped the item and the tracking just says in transit. It stopped updating at some point.
Well, the buyer filed an INR claim and won of course. I know it's probably my fault for taking the risk and sending out to a military Installation without insurance. But I've never had this issue before.
My question is, since the buyer won the claim and got a refund, and I lost money. What happens if the tracking updates later and says it's been delivered to the buyer.
Does PayPal just ignore it and pretty much say "Not our problem"?
I've read about people appealing their cases and such but haven't found a situation like this.

If tracking shows delivery, contact customer service and put in an appeal and provide tracking number.
