Quick question: if I remove my bank account from a limited account, can I then make another one to use?

Normally you can't remove bank accounts or cards from limited accounts.

Also you are only allowed 2 paypal accounts if 1 is personal and the other business.

Whether you can open another paypal account depends on why you were limited and if paypal have said you can do so.
