Click on transaction, does it refer to it as being a temporary authorization? The merchant has ship and convert the authorization to a completed charge, otherwise the authorization will remain until it expires and drops off with funds released in no longer than 30 days.
If transaction is listed as completed, then you may ask the merchant for shipping info to be provided. You have 180 days to dispute as Item Not Received or Significantly Not As Described.
To file a dispute:
Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" and choose the most appropriate option:
(Note: the option you choose makes or breaks your claim so choose correctly!)
I didn't receive an item i purchased
The product or service [the entire order] was not delivered to you.
I received an item that's significantly not as described
The product or service was significantly not as described in your order.
