Purchasing a machine from China

I am in the US and am in contact with a machine distributor in China about making a purchase of a new machine for my business. I am a little concerned about making a large purchase ($25,000USD). The communication of the person I am dealing with isnt great. They want to transact the deal through PayPal.
I will be paying an $10,000 deposit, and the balance once I receive the machine, which will be 35-45 Days later. The 45 day lead time to build the machine is right at the limit of the return window of the PayPal policy.
I am curious what protections are in place if I were to make this purchase. and...
1. What if I never receive the product? Will PayPal refund me and collect from them?
2. What if I receive the product and its defective or significantly different then advertised? Will PayPal refund me? would I be responsible for the cost of return shipping?
