Purchasing a dog from Joakin <removed>

I sent 750.00 US through pay pal to purchase a an Aussie Puppy from Joakin <removed> <removed> North Carolina. Drove 2.5 hours one way to get the dog. It was not  put on the plane. He will not return calls. He will return calls from friends purchasing the same dog on his web site.Is there anything i can do. He got the money in his account through paypal.

I'm sorry to hear that you went to all that trouble to receive your puppy and it was not delivered! Was the transaction sent as a Goods and Services purchase payment, or a Friends and Family payment? If it was completed as a purchase, you will have the option to open a dispute that can be escalated to a claim within 20 days. The dispute allows for buyer-seller conversation and a claim is where PayPal will step in and enforce the protection guidelines.
