Purchased a product and didn't receive it

Hi all,

 

Bought something, and didn't get it.  I didn't buy it with my PayPal account, rather paid via Paypal with my credit card without logging in.  When I look to go to the Resolution Center, of course my transaction isn't listed there, because I hadn't signed in.  I have the transaction ID and vendor ID, but it seems I am unable to get into the Resolution Center to make a claim.

 

I surely can't be the first person with this issue, so looking for some direction, please.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
