I am wanting my make a purchase from an individual not a store and i want to ensure that i am protected in the event that the item does not arrive or arrives significantly different then described? Is there a way to do this? My thought are that the sender create an invoice with a description and request money from me? Does anyone know if this type of transaction can be protected? Or does the purchase need to be from a PayPal Merchant to be protected

As long as you paid using send money > goods/services OR a money request OR invoice you would have buyer protection BUT that protection is not a 100% coverall so best read up on it in paypals user agreement so you can risk assess your transactions.
