Protected purchase refund declined when items not recieved...

Hello All,
I am looking for help to find out how I can actually get PAYPAL to stand behind the refund policy for protected purchases. Our foundation (The Parkinson's Project) made a purchase for 2 kayaks to assist with the Parkinson's Project clients. After not receiving the kayaks after 30 days I filed a dispute which was in turn reject by review of a "fake" or spoofed tracking number tied to a small Amazon package delivered to a a local Hospital. I retrieved the photo of the package and the information concerning from the USPS that wouldn't be able to deliver kayaks. Paypal still has not made any effort to refund or rectify this. We are a Non-Profit foundation and rely on donations to operate. How is it possible to get Paypal to fix this? Somebody has to know!!!
