I'm sorry to hear our review teams are requesting documentation that may not be able to be provided. Normally, if you're unable to provide documentation being requested through our Resolution Center, any restrictions or limitations may not be able to be removed. However, I would recommend reaching out to our Customer Support teams by clicking Contact at the bottom of any PayPal page to see what options may be available if you are not selling any goods.
