Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Significantly Not As Described (SNAD) dispute.
If you cannot work out a solution with the seller and escalate to PayPal, they will ask you to return item for a refund of original amount paid. You are responsible for return shipping costs.
If you are not eligible for this return, then sign up to be eligible on future returns:
