Product not received, cannot file a claim with pay pal to have my money returned.

I've tried to file a claim with paypal to get money returned for a product I did not receive.  Pay pal won't process the claim that I filed to begin with.  I did everything pay pal said to do and still they have not helped me with this.  It's so confusing just to file a claim and then if Pay pal won't process it, I have tried 4 times to put this claim through.  Now, I have to start all over with the process and I don't know where to begin.  Why does pay pal make it so hard to file a simple claim that they are suppose to help with?
