Problem with paypal balance

Ive been trying to refund a buyer for days. I have my card connected to my account, i even added more money to my balance and when i try to click the refund button its been telling me my balance isnt enough. (when it is)

Is your balance in the correct currency as paypal do not convert funds in a balance automatically when sending funds only from a bank or card.

Secondly Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue.
So you would need to have the amount in your balance + the fee to be able to issue the refund.

Lastly you can't normally issue a refund funded from a card only from a linked and confirmed bank account.
