Problem with my PayPal account limitation

Hi guys, I have an account limitation running, I completed the steps like 2 weeks ago, but didn't got any reply on it, I am trying to call the PayPal customer service, but they have the lines closed due to covid-19.
And I can't use my money because of this, its very frustrating.
a friend of mine sent by mistake for digital goods and services, I refunded directly, but the limitation was already set, and than he sent me back as family and friends as it should be.
And this was 2 weeks ago, since than, I got no answer to my proof of fullfilment, the ID was fine it says Completed, but the proof of fullfilment its still under review...
What should I do, I wrote PayPal e-mail, they responded that they are overloaded and it needs to be reviewed by another Department cuz they cant do anything, and this mail was sent 1 week ago, and the Department didnt looked on my review...
