Have been trying to resolve an issue with resolution ID PP-I-12913437. But highly unhelpful PayPal staff member won't engage so I'm forced to write to my credit card company to request a refund for a purchase I never made. I have evidence which I'd like to pass on to PayPal, but PayPal don't seem to be interested in discussing possible fraud.

It is now, but I was bitterly disappointed by the action of the PayPal responder. I raised what I believed to be a valid issue. The dork responded to confirm it wasn't covered, closed the dispute without giving me any chance to respond, and left me feeling stranded.
What else was I supposed to do? The issue I raised involved a bill by Kaspersky, and when I wrote to the email address for the billing I got aan auto response back telling me to converse with Avast, who are a major competitor.
