Prefer to get a refund after escalation

I escalated a claim for order not received. My recipient has been waiting for more than a month. Seller did not communicate with me directly that it was not delivered because address cannot be found. My Emails and paypal messages  to seller were undeliverable because accordingly no record is found for seller's domain. Neither are my messages on the resolution board for the seller answered , Now, I want to know if Paypal will respect my preference for a full refund  and not a re-shipment. What do you think?
