Potential scamming and requesting refund.

I bought in-game items from a seller.
I had bought $2.50 worth of items from the seller Sergio <removed> a few days ago and he delivered it.

I told him I would buy more and made a payment for $7.50 in which this time, he did not reply and also did not deliver the items.

I filed a dispute for this and to no avail.
The seller provided a fake UPS Tracking number in which is Invalid when I checked the UPS website.

The seller then changed the dispute into a claim...

I checked my "Open Cases" to provide some proof of seller not replying etc. but I am met with these options.

"Response Required", "Being Reviewed by PayPal", my case was under "Awaiting Buyer's Response"

It says "Awaiting Buyer's Response" but I am the buyer...

Whereas the status states "Need seller's response"

So what am I supposed to do to get my refund or my items and how am I supposed to provide further information that might help prove the seller is trying to scam?

TL;DR

-Someone trying to scam me

-Bought in-game items but undelivered

-Seller changed to claim and provided fake shipping ID when I bought IN-GAME items...

-Cannot provide any form of proof because PayPal won't let me
