Possible dispute with car purchase

Hi,

I may have a dispute worth €5000 on buying a car from the UK. I live in Ireland.

Car is being delivered tomorrow but seller is withholding paperwork which was not part of the arrangment.

Do I have any way to create claim here?

Sadly not as paypal buyer protection does not cover motor vehicles.
