You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

I've already received a response from them in which they ask me to wait 24 - 72 hours for reviewing my account.
I sent you 2 photos of my National ID Card on chat to use for my ID verification because I was unable to upload files at the ID-verification section.
Can you please help me expedite this 24-72 hours review / verification process ? Please kindly reinstate-and verify my account right now .
I have a merchant waiting to be paid for nearly €9.500 .. if I won't be able to pay them on-time, I'll loose this business opportunity just because You don't want to accept my money from my MasterCard ...
