I got an email saying my direct deposit hit at four something this morning.... Then at almost 6:00 a.m. I got an email saying I couldn't use PayPal anymore that I had violated the user agreement. Now I have 13,368 on hold for 180 days.what can I do to get to talk to a customer representative to get this fixed

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or have you considered contacting Customer Service via Facebook or Twitter?

Facebook messenger is automated it just runs in circles won't let you talk to anybody
