My friend cannot access his account because the support requires a copy of his passport or driving license. My friend (Sammy) only has a national ID card copy. Now Paypal has limited the account.
You need to contact customer services to resolve any limitation or account issues. Click help / contact bottom left of Paypal pages for options available for your country.
