Please help me understand why I can not upload a photo of my ID to set up a paypal cash account!

The title says it all.  When I get to the page to provide a photo of my id the photo goes into the upload box and sits there.  The done button does not turn any color but instead stays transparent grey.  Thanks in advance!  Tara.
