Please help Opening Dispute

I bought 2 items for a seller on Ebay... but only revived one, tried to resolve the matter but no luck... Tried to open a dispute on PayPal but because the payment was with debit card I can not see it on my activity... asked PayPal to open it manually but they need the email address for the seller... Ebay won't give it.. Ebay said that PayPal can stop and then contact the seller, but they seem not to want to... can some one help me?

Welcome tot he PayPal Community.

From the information you provided it sounds like you checked out using the guest checkout option. If you call our customer service and provide your card number/date of transaction/amount they can locate it for you. The contact number can be foud under the Help/Contact tab at the bottom of the PayPal website.
