Please help. Account limitation

I have a paypal account but I have not done any transaction for quite a while.

I just received an email regard issues on my paypal. I logged on and get the following notification after clicking Resolution -> Go to account limitations

I wish to keep the account for future use. Please help me to resolve the problem.
