Please Help

We are a charity who have been trying for a month to get or account active. I have called many, many times and spent over 20 hours trying to get to a solution.

I have logged dozens of emails and sent all the required information many times.

Is PayPal always this bad at customer service and should we just go elsewhere.. or does somebody have a contact that may be able to help>

Every time I ask a PayPal phone operator to help they disappear after promising the world. 

Has anybody else had this experience?
