Pitney Bowes charges

Why is Pitney Bowes charging a $32.58 bill (import taxes) on a $28 camera mailed from the U.S. to Belgium. The shipping cost on the camera was $10.56. Tax sounds very high and the buyer in Belgium wants to cancel the purchase and get a refund for the camera. Allen at Allens-Vintage, 12/9/2019

When you ship with eBay Global Shipping Program, from what I understand, the two segments of the shipment (US and intl) are billed separately to the customer. You get the US segment and Pitney, who runs GSP gets the other, which includes import taxes, processing, shipping cost to Belgium, etc. If you want to handle the whole thing, don't use eBay Global Shipping Program in your listings.
