Phishing?? Final Notice: Please decide by October 28, 2018 how you want to use your PayPal balance

I received an email last week with this heading.  This looks like a phishing scam to me.  The link takes me to a pages as follows. 

 They look valid but when the system wanted my SS#, I stopped in my tracks.  If this is really a paypal notification, you need a better way to get the confirmation.  Please let me know if this is valid because I want to be able to use my account but this seems like a stupid way to confirm my information.  If it's a phishing expedition, you should notify your subscribers again how to identify and avoid such tactics.
