Pet buying/selling

K so first, I've never bought or sold a pet over PayPal, but I've heard horror stories about buyers getting the dog and immediately requesting a refund, PayPal apparently ruled in buyers favor because paypal didn't tolerate the selling of animals.

 

But I noticed an ad up where someone clearly says, they aren't a breeder and they aren't like those "other pet stores". Yet say entire amount can ONLY be paid via PayPal and they'll finance you through PayPal if you have the credit to do payment plan.

 

So,

A) Clearly insinuates they are a pet store

B) won't accept cash or emt,  JUST PayPal 

C) location says they are in Canada but they are charging in US funds 

D) they encourage "shipping" of animals 

 

Are they violating PayPal policies?

Most people will always want U.S. currency, it's worth more than most other countries. Before paypal, I bought a cat from buenos aires, my 1500$ was like 4k or something crazy in her country at the time. I looked this topic up to see what rights I have if I bought a cat from over seas again, but with paypal this time.
