Permanently limited without any explanation

First of all why is there no support line for PayPal where I can speak with one of their own staff? Secondly, why has my account been limited permanently, I transferred some funds from my old account that I used to use in Czech Republic, but since I didn't have the access to that phone number anymore I had to open a new account with my new Serbian card, and I suddenly got limited, they made me send them like 20 pieces of proof, like a bank statement and stuff which I receive in my email, and my citizen ID, and stuff like that, now all of a sudden I get permanently limited and it says I can't use this card to open a new PayPal account. So what to I do? There is no way to directly contact their support, or if there is I have not found it and only found the "Resolution Center" and "Ask the community" which is in my opinion unacceptable for a company that is dealing with some peoples personal finances. I don't exactly want everyone on the internet to know what my personal finances are.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

Thank you very much for the reply, I know, I guess I didn't explain well, I opened a new account with new address, new card, everything, and just transferred like 6 dollars I had on the old one to the new one, and then I got limited, after I filled out the limited form I got permanently limited after submitting my bank statement and stuff.
