My PayPal account was permanently limited and I waited the 180days now few days ago I got the email saying I can now withdraw.. but I have no bank account linked just a visa card.. I have moved from the address on my account as well, which makes the option of mail a check a No for me... but paypal won’t let me link a bank account, it says ‘issue with your account limitations’.. now I have over $3000 locked in the account which I need to withdraw, calling PayPal as been of no help and when I try to Chat them up it just says all agents are offline.. What do I do
