Permanent ban for creating my account when I was 17

I made my PayPal account when I was 17 without knowing that you had to be 18 to use their services. I pretty much instantly received a permanent ban. Now that I’m 18 I am still banned from PayPal despite sending them documents that proved I was of legal age to use their services. Is there anyway I can still use PayPal or am I just never aloud to have a account?
