Permanent Limited PayPal business account can not link visa card

Hi,

My PayPal business account already permanently limited and i got mail that i have reached 180 days and can withdraw my funds. But when i try to link visa card, i get like this error message

" There's problem with your account. Please go to the resolution center  so we can help you resolve this quickly. "

Please help me

Do you have a linked bank account you can withdraw to or anything else already linked to your paypal account.

If not then you may have to contact customer services and see if they can send you a cheque.
