Has anyone had their account limited permanently? what did you do? Apparently paypal won't tell me why they limited my account and just say that their decision is final. I find it VERY UNFAIR

They don't tell you a reason, only that you have violated their policies.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
