Can paypal help me claim payment of invoices for services I have already rendered. I have a client that owes me $196 and is unresponsive.

Unfortunately, no. PayPal only collects debts owed to PayPal.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
