Penalized to pay for seller's error

Seller sent wrong item. After working with the resolution process, the seller has agreed to refund full amount upon return of the item. That is agreeable. But they want me to pay for shipping it back to China. So I am having to pay for their error. Why am I being penalized? I have proof that it was the seller's error, as in the confirmation they sent me of the order. That was correct, what I got was wrong. How do I get the resolution center to not make me pay to correct the seller's?
