Paypal wrongly decided against my claim

Hello, I was sent an incorrect item and the seller refused to communicate until I used PayPal to open a case against them. I duly sent off the item to them and provided tracking information. 7 days later PayPal requested tracking information again and I supplied it again. Today I have been emailed that the case went against me for not providing tracking information!
I don't know what's going on, but I can see the two occasions I provided tracking information in the log. I can't get through on the phone at all and noone is responding on the live chat.

Can anyone on here help at all?
