Paypal won't answer customer service chat

After 3 months PayPal finally closed my dispute in my favor but only refunded me a quarter of what the disputed amount was. When I tried to contact them to see why this was I was told that the seller agreed to refund that amount and that I should have checked more closely before I filed the dispute. But I did check everything before the case was closed and even after the case was closed it still says "disputed amount $400, refunded amount $91". I have tried to contact PayPal customer service through the messages center and through their Facebook page but they won't respond. I just want answers and there seems to be no way to get a hold of someone. Has anyone had this issue before?
