Paypal support is an absolute joke

I recently joined paypal and I have never sent a payment. I have only used my account to pay for some low value stuff on ebay.

Few days ago I got limited with a message that I have exceeded my sending limit as per EU law and i need verify myself. I don't understand this

limitation as I only attempted once to send a payment, never actually clicked on "send'. I did ask paypal about this but never got a response.

No problems verifying myself however upon filling up the personal details page I messed up my address (that could have potentially auto verify me) but now I can't go back to that page. 

I've been messaging paypal only to get to some staff that have NO INTEREST to even read your message. I've been asking if they can ''reset'' for me the form so I can go back to the page where i put in my address (even showed them a screenshot) and all I've been getting from them is as follows and I copy  paste their replies to my question:

Do staff at Paypal even bother to read what a customer writes to them?

I know what I need to do to remove the limitation but the fact they do not address my question and send only canned replies is pathetic support
for a company with Paypal resources and size.

I do not think they read it. They didn't even bother to properly read the complain to resolved it right.
