Paypal stole my money

I had a paypal case opened 3 months ago buy a guy trying to get a product I shipped to him for free, today I got a email that the case is finished and the money that was held from me was released, however my account is still limited meaning I can't withdraw the money nor send it. I've had my "message us" option removed and the only way I can contact paypal is through email which states they'll get back within 24hours which is a absolute lie. I'm close to threatening paypal with legal actions and filing a sue for damages caused by they're lack of action/response. Today I've been on the line to the UK customer service number for 1hour 38mins and no answer. Anyone got any suggestions before I take this case to court?

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or have you considered contacting Customer Service via Facebook or Twitter?

I tried everything mate and nothing at this point I feel like I'm ignored and feel like I've been robbed, they let me put money into my account because I did an experiment today seeing if I can add 1p into my account and not a problem and when I tried withdrawing it it doesn't let me. This is blatant theft...
