Paypal resolution

I opened a dispute with Paypal on the 17th August for an item I didn't receive. Every time the 5 days for them to review it is up they add another 5 days on to the date saying they are still reviewing information. I have not got pass this stage with them and they've moved this review date 4 times now. They are now saying they will have a decision by the 22nd september but they keep changing the date.  The item I didn't receive is only for £3.49 but it's become a matter of principal
