Paypal repeatedly denies Not As Described Claim

I purchased clothing from a company in China. The company advertised one thing and then send me something poorly made that was not even close. I filed 3 not as described claim with PayPal for this item. PayPal initially denied all 3 and then after I complained they re-opened the 3 granted the two small ones in my favor and then denied the main larger claim. I am under the impression that they cannot get the money back from and seller which is the reason for their denial. Is this legal for them to do this? I will be seeking legal counsel as I believe the amount is too large for civil court. If anyone have had a similar experience then please advise.
