Paypal refund buyer but item was never sent back - amicably resolved?!

I have interesting situation here... 

Case number: PP-006-908-229-828
 

Buyer got the vintage watch (310GBP value) from me, satisfied... all is fine. After 2-3 MONTHS he's opening the case claiming that watch is not solid gold and asking partial refund - 50% because he didn't succeed to sell item for the last 3 months?!!

Anyway...

- I offered full refund after he return the item back.

- I got answer email from paypal that buyer shipped item back with info:

Shipment company:                      Tracking number:                             (both blank)!!

- 3 days after that paypal refund buyer?! 'After careful consideration of the evidence....' and they marked item as 'delivered' 

- I did appeal writing back that buyer didn't even sent the item back and ask what did they 'consider'? when he didn't provide tracking number?!

- answer was after 3 days:

Because the buyer has reported that the claim has been amicably resolved,
this case has been closed.   

 

Is there any half-normal explanation here or that's just a classic theft and I should contact lawyer?
