Paypal owes me £140 for transactions that never got through

This is a long story, around 2 months ago I tried to buy 4 EBAY.co.uk items. After paying with my credit card I got a message that something went wrong. So I decided to call Ebay customer services to see if they could help me. The advice was to try a different credit card / delete all cookies and log in and out of my eBay account as well as some internal reset on my eBay account. All of this attempts where unsuccessfully, however, every single time money was taken from my bank account. A total number of transaction add up to 11, from these 6 where refund within 7 - 11 days, however, I am still missing 4 refunds. I have been in contact with Paypal for over 2 months, I have been told that the transactions were flagged up by the US regulations or something similar. I got Paypal transaction number but not eBay transaction number as no order was placed, the bank is unable to return the payments.
Customer services are awful every single time I get a new representative and the story rests. I due to coronavirus I am unable to speak with customer services as they are shut down - close. (the only retailer with phone customer services shut down from my experience.) as I need to provide private information that I am unable to share/proof by email (according to them).
I just don't know how to proceed anymore unless going to the police for fraud.
