Paypal not replying/Account limited

Hi, I've submitted the documents so that Paypal can confirm my identity and it appears they confirmed my ID but they couldn't confirm my residential address. I live in Uruguay, I don't even know why they would care about this so much. I haven't heard back with a positive or a negative in 5 days and I need my money. Where could I please speak to a human being and not a bot? People need to have access to their money, this is increible!
