Paypal locked

Around half a year ago, my paypal was locked, they requested my passport for Photo ID and I provided, they then subseqeutly banned me for being underage when I originally started my paypal account. I contacted them several times of the course of the past half a year. The first few times, they told me that I needed to visit the resolution center and acted like my case was closed and let me hang up, they said they would put a special note on my account to ensure they kept track of the situation (typical support staff ploy), then I realised I could not visit the resolution center as I was locked out, I called in later on and they told me I needed to wait 6 months for my money to withdraw. 6 months later I call up, they say that this whole time they just wanted to see my ID and that I was never banned, after a lengthy call and providing my ID multiple times they told me to wait 24 hours and I'd be good, It's been over a week now and still nothing. Starting to think they have no intention of ever letting me get my money out.

come on guys.

Paypal does not allow account holders under the age of 18.

PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.

As you would be unable to verify your account it would be permanently locked for further use.
Minors can’t enter legal contracts so you may not have any recourse to get your money back until you were 18, unless customer services allow you to transfer the funds to a parents account, not guaranteed however.

You would never be able to use that illegally opened underage account again but once 18 Paypal may allow you to do a withdrawal of funds from that account.

OR they may allow you to open a new account and transfer the funds across for you. The latter option is not guaranteed as you have already broken their rules once but you should get one of those options.
