Paypal keeps postponing the resolution date

I opened a dispute for a faulty laptop I bought from BangGood. BangGood offered a full refund if I returned the item. I did so but BangGood refused to accept the delivery. I don't understand why PayPal don't resolve this dispute. All the information has been clear since mid-June.

I have sent emails to PP but only get answers from robots. The telephone service is not currently available.

This means that there is no way to contact Paypal about a dispute, so clients are totally defenceless.
