Paypal is willfully preventing me from eating and paying bills

Paypal permanently limited my account rendering it basically useless. I'm not here to debate the arbitrary nature of the "criteria" used to limit my account in the first place. My issue is with Paypal holding my balance for 180 days. 1. It is against California state law, as well as Texas state law, to hold any funds for longer than 10 business days. 2. The money in the account is my unemployment payment which I've received for many weeks now into my PayPal account. But this time they decided to hold it and cancel my account. 3. If, for some unknown reason, Paypal is concerned about a loss if they release my money to me, then the best solution would be: send the funds back to the state of Texas unemployment office so they can reissue it to me a different way. Paypals cold and unfeeling attitude in response to someone being denied necessary money to feed their family and survive during an ongoing Pandemic is further proof that paypal does not care. Paypal is like a honey badger. "They don't care. They don't give a **bleep**." Except, unlike Paypal, a honey badger is awesome.

Paypals user agreement has been legally approved by every country that they offer their services in including the U.S as it is a U.S company.

You also consented to them doing as per the user agreement when you agreed to it and opened your paypal account.

If you have been told your Paypal account has been permanently limited then Paypal holds any funds for 180 days as that is the same time frame that buyers have to open paypal disputes.

If no disputes are opened against you in 180 days then 'normally' you are allowed to withdraw the funds as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

HOWEVER your best bet is to wait until the phones are back up and running and then phone customer services so that you can speak to an agent.
Then they can help advise on how you can withdraw the funds if and when you are allowed to do so.

They may take into consideration the fact its an unemployment payment and not a payment from a buyer and release the funds earlier for you.
