Paypal is not doing due diligence to protect its users

I recently purchase something from a seller LingInc that did not deliver the item I purchased I was charged 19.99 USD for the item and 19.99 USD for shipping
Paypal recently ruled in favor for the seller, only because the seller produced a tracking number with seems to be with a valid shipping address. The seller did not and could not provide any delivery confirmation.
I don't believe they did any due diligence to investigate. I am a user of good standing and it doesn't seem to matter to Paypal in spite of this. I don't feel they are protecting the purchase guarantee they offered.
What are my other options. For those that could read this be warned
