PayPal as a company is a joke. Every person that responds to a message in the message center says something completely different. I was told to file a complaint with the IC3 for a full refund and that it wouldn't be necessary to return the item to CHINA as it would cost me more than the refund I was seeking to do that, so I filed the complaint. Now a different person says I need to pay to send it back to China. I can't get a human on the phone. PayPal is a joke. An absolute joke.
Very same situation and same results, different people saying different things and none of them doing a thing. I showed pictures/proof and still my dispute was refused and case closed.
Speaking of closing, guess who is closing their PayPal account after almost 20 years?
